Candland Recall Petition – Gainesville Magisterial District voters can submit signatures

The Candland recall petition will not be submitted to the circuit court.

A total of 4,338 signatures were collected on the Candland recall petition between June 28, 2022 and December 2022.  Over 1,900 signatures, validated as correct and complete by the time of Candland’s resignation, were to have been submitted to the circuit court in January 2023.

Rules for collecting CANDLAND Recall Petition Signatures:

ALL SIGNATURES MUST BE PEN & BLACK INK, SUBMITTED MANUALLY – NO ELECTRONIC OR ONLINE SUBMISSIONS.
    1. USE BLACK INK!  Only this 2-page (printed single-sided) recall signature form: with signatures and complete name and address information for all petition signers; and with completed date and different witness signature at bottom of the signature form on the Page 1 and completed witness declaration form on Page 2 – are valid and can/will be accepted. (see 8-14 regarding witnesses).
    2. Only registered Prince William County voters who are residents in the Gainesville Magisterial District and vote in Gainesville Magisterial voter precincts (401 thru 414), under penalty of perjury, may submit signatures on the Candland recall petition. City of Manassas and City of Manassas Park registered voters/residents are not registered voters in PWC Gainesville district and CANNOT submit signatures on this recall petition.  Valid Gainesville Magisterial district zip codes:  20169, 20155, 20143, 20137 and 20109 (in the above PWC voting precincts and excluding residents of Manassas City or Manassas Park).     3. Gainesville district registered voters residents can sign petition form ONLY ONE TIME – all duplicates are thrown out!
    4. Gainesville registered voter individuals may only sign for themselves – no entering someone else’s name.
    5. Pen and ink signatures only, gathered manually – no electronic or online submissions or gathering is permitted per state recall law.  Original form must be turned in – no copies.
    6. All fields must be filled out completely:  Signature; LEGIBLE printed full name; complete LEGIBLE physical street address, city, zip code; Gainesville Magisterial District (only district voters who can sign Candland petition), answer if registered voter in PWC/Gainesville Magisterial district; Date of signature.  Any illegible or incomplete submission will be thrown out!
    7. 10 recall petition signatures per form.  Petition signatures on one form can span entries on different dates.
    8. Witness CANNOT witness their own petition signature.  Witness shall not submit their own petition signature on the same form on which they serve as witness for others.  Print off another form and have someone else witness your recall petition signature!
    9. Only one witness name/signature per form.  The one witness signature on the bottom of Page 1 and the Page 2 witness declaration statement must personally witness each person giving their signature in any of the 10 spaces on Page 1 of that form.
    10. Witness is to reflect date they are signing the form in the date line at the bottom of Page 1.
    11. Witness MUST complete all fields on Page 2 of the witness declaration form.  Name; Full residential address; Printed name (Circulator line); Signature; Date(s) of signatures submitted on Page 1.
    12. Witness list on the Page 2 date line the complete full dates of signature submittals from all Page 1 forms, separated by commas (ie: 7/2/22, 8/4/22, 9/16/22, etc.) for all signatures submitted on each attached Page 1.  Witness is attesting, under penalty of perjury, that they (the one witness listed on the signature form(s)) PERSONALLY witnessed each person submitting their petition signature.
    13. Signature form must be printed single-sided only.  The witness signs at the bottom of Page 1 and completes Page 2 for each signature form before submittal.  Multiple Page 1 signature sheets can be stapled to one completed Page 2 witness declaration sheet in back, listing in the date line on Page 2 ALL the dates of signatures submitted in the attached Page 1 sheets.
    14. Witness is to ensure that PWC Gainesville district registered voter residents who complete the form reflect legible full names and legible complete addresses.

    17. This recall is collecting at least 10% more than the required 1,796 signatures.
