RICHMOND — The State Corporation Commission (SCC) has approved a proposal by Dominion Virginia Power to upgrade and improve various electric transmission facilities located in Fauquier and Prince William counties. Known as the Warrenton-Wheeler reliability project, the SCC directed the company to bu
