Sept. 9, 2022 letter from QTS-Compass – added by Planning Commissioner Brown to her motion to approve/recommend the Digital Gateway application to the Board of Supervisors.

This was done by your County Planning Commission on 9/15/22 between 4:44 AM and 5:30 AM.  Timestamp 9:43:23 – 10:18:09

The QTS-Compass “applicant” Letter to the PWC Planning Commission was first publicly posted by the County on the Digital Gateway website portal on September 15, 2022 – after the PC vote.

Digital Gateway project portal:  Task 4 Hearing Process:  PW Digital Gateway Applicant Letter – September 9, 2022

Changes that were added:

1) Removes a major wildlife corridor and resource protection area, because it “may prevent Compass from moving forward with its Application”

2) Removes the 50’ buffering requirement on Pageland Lane, meaning data centers can be built on the road

3) For parks and open space, a disclaimer was added that it would be included “when feasible”

4) The emphasis that the plan “prioritizes the establishment of a substantial amount of public and private protected open space” has been deleted, with a new reference of “may include Natural Open Space areas (generally)”

5) Removes the requirement for the applicant to develop in consultation, a historical preservation interpretative plan with Manassas National Battlefield and the Office of Historic Preservation

6) Removes the mandatory requirement to do a viewshed analysis next to Manassas National Battlefield, and recommends it now “as appropriate”

7) Removes the mandatory screening of ground level mechanical equipment

8) Removes 15-20 acres of land directly adjacent to Manassas National Battlefield to be used for electrical facilities and substations, with no buffers included

9) Lessened the stormwater management requirements

10) Cites, with no documentation, that a 250,000 square foot data center uses the same water and sewer requirements as TWO residential houses

11) The applicant admits that NOVEC and Dominion will build the multitude of substations on site; this had previously been routinely cited that this would be borne by the applicants and no costs would be passed to rate payers

12) Removes a mass burial site designation, in order to build over it, because it is an “unproven allegation or unsubstantiated memory”

13) The applicant cites Board Directive #22-08 from March 1, 2022 in order to revise traffic plans. There is no Board Directive #22-08 in the Board’s approved meeting minutes from March 1, 2022.
